Use AGDLP for file and resource permissions.

Context

Direct user permissions do not scale well. The project needs a model that supports departmental access, auditing and growth.

Consequences

• Group management becomes more structured.
• Permissions are easier to audit.
• More groups are required, but the environment becomes cleaner.
